Failure to provide a child with adequate clothing  & leaving a child habitually unattended  are further examples of child abuse. These are common phenomenon back in the good old days. I shall show you some pictures.

(a) left unattended

Please note the women were busily engaged and were quite oblivious to the presence of the baby on the ground. She was worse off than a rag doll.

(b) stark naked nudity

Here we have 2 boys had no tops. One with his tonque sticking out had his penis sticking out too for lacking pamper (pun intended) or diaper.

The following 2 photos show 2 boys naked as a jay bird.OMG

A man was sleeping. So this should not be a bathroom

This boy was standing on a staircase. Above him there were two Chinese characters : " sticking out" . For God's sake, what was sticking out?
