During those periods of colonial rule, there were practically no child care centres, creches, nursery. So young children became victims of child abuse.

The babysitters themselves aged less than ten. They became the caregivers who should be taken care of by their parents. The infants in turn received little attention from those who were ill-equipped for the jobs.

These instances fit neatly into the category of gross neglect whereby it means :

Failure to provide a child with adequate health care, forcing a child to undertake duties inappropriate to his or her physical strength or age.
